If we let the consumers decide which service provider they want to use, their decision is going to be based on poor perception, cronyism, laziness or lack of understanding. If a machine makes the decision, it will be based on cost and quality of service. Bingo ! We have Smith’s rational investor.

Imagine the potential for this in a national government. Each department tends to repeat the functionality of others – printing, posting, envelope-stuffing, payroll management, etc. Each of these functions is well enough understood to be presented as a service. If each department provided the same service interface, and the QoS metrics were clear enough, we’d very quickly see rationalisation across government. There’s nothing quite as effective as an evaporating budget for focussing the need to change…
